"Ladies and gentlemen, your attention, please. The name's [Eggman], the one and only, the brilliant scientist. It may seem rather sudden to you, but I've decided I'd like to take over the world! Oohohoh!"
Blatant copyright infringement aside, yo, my name is Minki and I'm throwing in Dr. Eggman from the Sonic the Hedgehog series. Eggman is a senior researcher in the Union and an authority on old tech and alternative energy research in case... you know. The shortages kick in. It's relatively harmless, except... well, he's kinda interested in furthering his grandfather's research concerning the Robotnik Engine, an engine that makes use of Pokemon as a power source.
Since, well, in canon, he's pretty alright with stuffing animals into his robots as battery.
If any of your characters are taking courses at the University, they may have accidentally stumbled into one of his famously brutal courses. He's not yet a villainous conquerer, but just a brilliant man with a terrible attitude and dreams of the great scientific society. Nice to meet you!
