Apollo's view is that you shouldn't hurt anyone unless it's protect yourself or another (or for food, but he's not a cannibal so that doesn't apply here), so he's already on the edge, but with the idea of diplomacy out there he'd like to see if that works first. What would Jade say to that?

If all else fails I suppose Jade could pull rank and order Apollo to do guerrilla stuff if he didn't mind Apollo being a little pissed at him.
