Hiroshi just joined, so I don't really have any CR arrangements that would dictate a group yet. That said, the Mountains are overpowered for him, and he's going to be somewhat... of diminished usefulness in the Old City, as a warning to folks. So basically he's only really useful for sticking around Union.
