23nd... wait

Hey folks, the name's Nin and I'll be bringing this asshole from the handheld card-game system spin-off of the Metal Gear series, Metal Gear Ac!d.

For those familiar with the series imagine if Otacon was evil and even more clingy and you have one William Flemming.  Here, he won't be a villain, but instead a serious asshole who is in charge of a small team of engineers whose job it is to repurpose salvage materials. At least, it would be, if he hadn't decided to start using his abilities to go off and explore instead of work for the time being.

His type is Steel/Ice but that being said he knows absolutely no attacks and can only really defend himself. His partner is a much friendlier Aron named Edwin who has taken it upon himself to mediate between Flemming and anyone who gets on his nerves.

Oh look he now has a fellow Engineer who's pure Steel-type and has no attacks who also is looking to explore the Old City. Banzu can reshape metal like it's clay and he's pretty good with machines and technology in general, which is why he's working in the labs when he's only 16. Perhaps they could be working together?

Banzu would, however, appreciate it if he was valued for his mechanical skills rather than his ability to magically fix stripped screws.

The moment he realizes that Flemming hasn't been to the Old City before/has minimal combat ability, he'll insist on bringing someone else along who does. He wants a challenge and a change of pace, not death.

Oh and if Flemming starts doing anything... questionable? Just give Banzu plausible deniability and he'll stay out of the way.
